Sometimes it makes sense to develop a website rather than simply parking it. This allows you a lot more control about the design and the content, as well as provide a site that is very different from all the other ones.
However if you want to make money using advertising, be it adsense or any other platform, it is probably best not to have a too good looking design.
Usually a slightly dated or unfinished look will provide more revenue than a perfect design.
It may be because visitors realise that the website is not complete and so are quick to click to go elsewhere or it could be that an ugly design does not distract from the links as much as a beautiful look (when people are admiring your logo or banner, they are not clicking).
Keep that in mind when designing a website to generate advertising revenue.
